I. General Information A. The League Runs on the Fantasy Hockey League Simulator (Created by Shawn Bates) i. The duty of simming games is done by Eric Dolegowski B.
The League web site is http://brhlhockey.com/brhl2.html C. The League Office is run on a Co-Commissioner basis. i. Eric Dolegowski and Bryce Shuck delegate power, authorization, creative intuition, and every other aspect of the league not listed beforehand. D. The League covets a Board Of Directors. i. The B.O.D. is a 7 member committee.
E. The League is a Money oriented league. i. It rewards GM’s who buy in to the league with money
ii. Given
that this is a money league, it is also meant to be an experience where
every GM has fun and enjoys themselves. iii. Co-Commissioners will be extra careful on league issues as a result of the circumstances. II. General Manager Duties A. Line Changes are to be made as regularly as the GM sees fit. Activity, occasionally, can only be derived from how often Line Changes are made. Being that this is an active league, keeping your team form intact is appreciated. B. Salary Cap limitation must be abided by all GMs. Failure to do so will be explained in part X. C. Etiquette amongst fellow GM’s is to be expected. Please be respectful of everyone as disruptive GM’s will not be tolerated. III. Roster Regulations A. All teams must have at least five listed centers, five listed left-wingers, five listed right-wingers, eight listed defensemen, and three listed goaltenders in order for the league to function. i. Failure to achieve these minimum standards will result in fines with punishment escalating to position termination (if warranted - due to lack of participation).
ii. A request can be
submitted to league offices to change a player’s listed position to that
of another however the requesting team must provide evidence of the player
at the requested position. Evidence considered valid would be a reputable
source such as www.tsn.ca, www.nhl.com,
B. No skater with an overall rating of seventy-one (71) nor any goaltender with an overall rating of seventy-four (74) or higher can be sent to the minors. Otherwise they will be subject to waivers regardless of rookie status or age. If the player clears waivers he will be placed back on the owning team’s pro roster and be subject to the team’s overall salary cap. (For salary cap guidelines see part X) (Updated 7.30.08) i. No player paid $1,500,000 and over can be placed on in the Minors. C. A GM may carry a maximum of twenty-three (23) players on their pro roster and a maximum total of fifty (50). That gives any team the opportunity to have three healthy scratches. D. Coaches do effect play in the BRHL2. As such they too are a tradable commodity. No team may play without a coach. No team may sign a coach who is currently not an NHL coach. A coach who has coached in the NHL in the past but is not currently coaching is allowed to be a coach in the BRHL2 - however expect a significant ratings drop depending on the length of time away from the game. IV. Lines and Line Maintenance A. A general manager may double shift any ONE forward on the fourth line; double shifting a forward on any combination of lines one, two, and three will default that team’s lines to ‘AUTO’ for that days games. Furthermore, a team cannot double shift any more than one forward; this prevents teams with top heavy talent laden lines from abusing the spirit of league parity and fairness. i. 20 players is the appropriate complete roster size for a game. 11/12 forwards, 6/7 defenseman, 2 goalies. Failure to comply will result in AUTO. ii. 23 players is the maximum size of a pro roster. a. For every injury a team will be allowed to go over the 23 player maximum. B. It is recognized and understood that a team will double shift at least two defensemen on the fourth line. And further that a team may dress more than six defensemen and have the seventh simply play the 4th line shift. i. Coincidentally, six separate defensemen are to occupy the top three pairings. Double shifting of a defensemen on the 1st and 2nd, 1st and 3rd or 2nd and 3rd pairings is considered an illegal. The 4th pairing is the only spot where a defenseman can be listed as a part of two pairings. [Added 5.26.08] C. Forwards CANNOT play defense and Defensemen CANNOT play forward; unless their position is officially changed through a valid source. Very few players now fall under this category: Jason Strudwick, Wade Belak, Mark Streit and Brent Burns come immediately to mind. The failed Sergei Fedorov, Brooks Orpik and Ryan Whitney defense experiments are not valid pitches to convert the player to defense. i. Exception: One or more forwards are allowed to play the point on any of the power-play units. D. It is highly recommended that a team plays a player in their listed position. Playing a player out of position on any line usually sees that player simming poorer as well as ruins the spirit of the league. E. Note that the league does NOT frown upon the use of two wingers on the PK units. F. General Managers are encouraged to send in lines at least once per month to show that they remain active and to ensure that their teams are properly meeting certain criteria for roster numbers, reserve goalie minutes, and most importantly salary cap limits. i. Send all line changes to brhlhockey@yahoo.com. Changes will be administered prior to simming. If you are sending in text lines, please be as descriptive as possible. Also, when sending in text lines denote all of your changes from your previous lineup with an * next to the change.

Send ALL trades in
the following format, otherwise they will be ignored. Include the players first and last names. Include the team owner of the pick, the round and the year.
V. Backup Goalies A. A backup goaltender must play a minimum of 600 minutes. This is to ensure all teams do not abuse the privilege of having a superstar goaltender paired with a minimalist backup goaltender. It has occurred in other leagues that GMs abuse the salary cap by paying to have a star goaltender and than paying league minimums for a poorly rated backup goalie who does not play any minutes. It is unrealistic that a goalie would start every game in an 82 game schedule and to ensure all teams share their duties this rule is in place. With the 600 minute rule, a back up goalie would be required to start a minimum of approximately ten (10) games; even fewer if he gathers minutes if the starter is hooked midway during any game. B. If need be Eric or Bryce has the authorization to sit a starting goalie near the end of a season if they are on pace to fail on achieving their backup goalie minutes. i. An explicit warning will be given, this will only happen in a drastic measure. C. Minutes of a goalie who has been traded will be accounted to the team at which his minutes were played. i. EXAMPLE: Johan Hedberg plays 404 backup minutes with the Stars. He is traded to the Kings. His 404 minutes backup minutes would remain with the Stars, and they would only need 196 more minutes to comply. VI. Retirees / Foreign Players A. A player will be considered “retired” from the BRHL2 the season following his last season of NHL (or other North American Professional League: AHL, ECHL, UHL, CHL, NCAA) play. The BRHL2 is based on statistics from the past years play in the professional leagues and as such a players eligibility to play in the BRHL2 is likewise. A player playing in Europe/Russia will be considered a “retiree / Euro” and will not be available to any team to play until said player resigns with a North American professional team; and not until the league is currently simming the season based on ratings during which that player has returned.
B. A player who is deemed
retired or has gone to C. In dire need, if a team is short on roster requirements, that team will be allowed to “transfer” a currently designated EUROPEAN player to their farm roster for a fee of $500,000. The player will not have superb ratings and will have a farm salary of $750,000/1 yr regardless of those ratings. After the season, that player will be returned to the retiree list, UNLESS he has indeed come back to the North American pro sport circuit for the next season. D. For the players who went to Europe/retired that were at the end of their contract, and are now UFA. We will have a posting system to determine who gets to stash them on their prospect list. Should the player return to the NHL, they will sign a 1 year deal with their rights holder. VII. Entry Draft A. All entry drafts will consist of 7 (seven) rounds and will run one year behind the NHL. i. Entry Draft classes will include players who were featured in the previous NHL Entry Draft
a. EXAMPLE: Season 1
(2007) Entry Draft: Phil Kessel, Jonathan Toews. Season 2 (2008)
Entry Draft: Patrick Kane, Angelo Esposito, ii. This coincides nicely with our ratings being based one year behind as well. B. All players drafted in that years draft as well as any past NHL drafts are eligible to be drafted during our entry draft. Moreover, any player that has signed as an undrafted free agent with an NHL team during the PAST YEAR (not during that years NHL off-season) is also eligible to be drafted. C. The BRHL2 Entry Draft order will be determined by the results of the NHL Lottery. Teams that make movements due to placements in the standings will be be followed in the BRHL2. i. EXAMPLE: In the NHL the Florida Panthers won the draft lottery. They were the 28th placed team in the Overall NHL Final Standings. Therefore in the BRHL2, the 28th place team would win the lottery.
D. The NHL instituted a Entry Draft re-alignment for teams that move further on in the playoffs. The BRHL2 will adopt this rule as well. (NOTE: I'm trying to find an example online, but haven't been able to yet. This will be added shortly). VIII. Prospects A. All prospects must be created into the BRHL2 if they have played over 50 NHL games. B. All entry contracts will be for 3 years, or will be reduced to allow the player to enter RFA status at the end of the contract. The reason being a team should have the rights of a drafted player of theirs for as long as possible. C. To create a prospect, send it in using this format: Name / Height / Weight / Contract $$$ / Age & Nationality / Relevant Statistics / Links to reputable sources assessing the prospects talent. IX. Rookies A. Rookies are first year players in the BRHL2 or they have yet to play 50 BRHL2 games or less over the course of more than one season. B. A player loses his rookie status in the BRHL2 once he has completed a BRHL season playing under his NHL rookie years ratings. The league recognizes that many general managers are forced to employ their prospects as professional players before their likenesses have played NHL games. It is understandable and noted that these players should not lose their rookie statuses because of this need to stock a functioning roster. C. A player will lose their rookie status if/when he has played more than 50 professional games. This accrues over all seasons.
X. Salary Cap / Finances A. The salary cap will run in correlation of the NHL salary cap. If the NHL Salary cap changes, the BRHL cap will change the next season. i. The only time the cap can change within the same season is if the cap is adjusted before the start of free agency. After the BRHL free agency has begun, the cap is set until next off season where it will change accordingly. B. The league salary cap is currently set at $50,300,000 million. Please stay under this ceiling at all costs. C. The league salary floor is currently set at $34,300,000 million. Please stay above the floor at all costs. D. The poorest BRHL2 salary is $475,000 a year. i. The minimum NHL player salary in season 1 and season 2 will be $450,000, in season 3 and season 4 will be $475,000, in season 5 and season 6 will be $500,000, and in season 7 and beyond will be $525,000. E. The richest BRHL2 salary is $10,600,000 a year. i. The maximum BRHL2 farm salary is $1,500,000 a year. F. If a GM makes a trade that puts his team in violation of this limit the GM must work his roster through more trades, line juggling, waivers, or buyouts to get back over the floor and under the ceiling by that teams next games. i. Punishment for the violation of the salary cap will be the suspension of the highest paid player of that team for the remainder of the season as well as that particular player becoming an Unrestricted Free Agent during the subsequent off season; regardless of current salary and age. a. If a player is released during the season for a cap violation, and is of RFA age, the minimum contract length he will accept is a 3 year deal. ii. Punishment for the violation of the salary floor will be as follows
a. 1st Offense: $500,000 fine G. All teams must be in the green at the end of the season. DO NOT RELY ON PLAYOFF REVENUE TO SAVE YOU! There is no guarantee for any team to make the playoffs until that team ‘clinches’. Furthermore there is no guarantee as to how far a team will go in the post season. H. If your team is in the red, you can purchase 1 million dollars for $10. There is no limit to the amount of money you can purchase.
I. The
salary cap is defined as the pro payroll. J. It is advised to all teams to seek out ways to add BRHL funds to their bank accounts during season. The easiest way is to trade with a richer team and include with the deal some BRHL cash. A second way to earn BRHL money is to write a front page "quality" article. The league will pay a pre-specified amount of money to the GM/team that composes a well thought out, organized, and/or humorous article of such quality as to be published on the front page. The breakdown for payment of said articles are as follows: League Facts & Stats / Interview Article: $200,000 Participation in an Interview Article: $100,000 In-Depth Team Article: $300,000 Conference Article: $500,000 League-wide article: $1,000,000 i. The commissioner(s) retain the right to add or subtract from payments based on their interpretation of the quality of the article.
XI. Statistics A. Statistics are kept with the FHL sim and the Xtra stats program. B. Statistic pages (Team Scoring, Individual Leaders, Standings, etc.) aren’t the be all and end all of discussion. There is the slight chance that a program error could output an incorrect number in a statistical column. i. Games played on the standings page is the most notable error. XII. Trades A. Trades are made between two or three GMs involving Players, Draft Picks, Prospects, BRHL Funds and/or Future Considerations. No other form of value can be traded. i. The trading of future draft picks, past the upcoming draft isn't allowed. The rule will be waived when new franchise fees have been paid for the upcoming year. (updated 11-04-06) ii. Future Considerations must be descriptive to the league, and must also be approved by the league. B. Trades are subject to being vetoed by the collective members of the B.O.D. C. Trading will be monitored to avoid cheating. XIII. Free Agents A. Restricted Free Agents i. Restricted Free Agents (RFA) are those players who are 28 years of age or under (28 with 1 year left if during the season). During the season, when a player will be a pending RFA the owning team is required to either offer that player a qualifying offer (see below) or allow the player to progress to UFA unimpeded.
a. RFA Age will change according to the following scale:
ii. A qualifying offer is
either 80% for a player who is under 70 overall - ii. A GM can make an offer to their own RFA that is less than that of the qualifier (with respect to his overall rating) however it would not count as a qualifying offer. iii. Offering a contract that is equal to a qualifier does not necessarily mean the player will automatically sign it. It simply is recognition that the player keeps his RFA status if a deal cannot be reached.
iv. If one of the offers by
the GM suffices as a qualifier (again, 80% or 100% depending on the
individual player rating) then the player proceeds as an RFA to the open
market. If none of the offers amount to a qualifier the player then
becomes a v. In an instance that a pending RFA who has already proceeded through a trifecta of negotiations with no conclusion to their contract status (regardless of qualifier being reached or not) is subsequently traded prior to free agency... the NEW GM is permitted to put forth re-negotiations for another three (3) attempts. vi. Singing bonuses are allowed however are restricted to the formula as already laid out in the BRHL rules. Incentives will also be considered, however they are NON TRANSFERABLE. If a player with an incentive clause for whatever achievement is dealt, the SIGNING TEAM is responsible for the payout of moneys owed to the player. This enables league statisticians to easily track which player is owed which bonuses at seasons end; and prevents general managers from washing their hands of their own financial miscalculations. a. Signing bonus maximum for RFAs is at 15% of the total amount offered. This is to take affect for SEASON 2 of the BRHL2. vii. The commissioners will pass the signings through the B.O.D. for final approval. (updated October 16, 2006)
viii. If you choose not to
match it then you will receive compensation based on the following: $500,000 to $999,999 = 4th Round Draft Pick $1,000,000 to $1,999,999 = 3rd Round Draft Pick $2,000,000 to $2,999,999 = 2nd Round Draft Pick $3,000,000 to $3,999,999 = 1st Round Draft Pick $4,000,000 to $4,999,999 = 1st & 2nd Round Draft Picks $5,000,000 + = Three 1st Round Draft Picks B. Unrestricted Free Agents
i. In
order to ensure an active and fair unrestricted free agency period, teams
will not resign the vast majority of their unrestricted free agents.
However, using a franchise player system. They are able to potentially
retain more than one of their free agents using franchise tags. ii. Players who are signed as Unrestricted Free Agents to 1 year contracts, cannot be tagged. A player must sign at least a 2 year agreement, and wait for the end of that contract to be tagged. MARIO
LEMIEUX TAG A)
Each team has one Lemieux player tag that they are able to
use once every two seasons. (If you use it in year one, you CANNOT in year
two.) B)
If you do not use it in year one or two, that is your
discretion. But you cannot accrue tags. If you don’t use the tag in
seasons one or two, you will only have one tag to use in either season 3
or season 4. C)
Lemieux tag players are 77ov or higher during the season
BEFORE they become unrestricted. So in season one if Joe Sakic is over
77ov and is unrestricted if not signed, he would be a player who could be
tagged during season 1. The tag can only be used to resign with a team if
they have been there for at least one full season. D)
Any player who signs using the Lemieux tag has an automatic
1 year no-trade clause; that will not be waived under any circumstances. E)
Teams may NOT trade their Lemieux tag to another team. F)
Unrestricted player negotiations are not limited to an
amount of negotiations like RFA. All Unrestricted negotiations will go
through Bryce and Eric. -
KEVIN LOWE TAG A)
Applies to players who fall between the 70ov-76ov ranges in
the season before they become a B)
Teams have one Lowe tag to use every two seasons C)
Teams can accrue their Lowe tags. If they don’t use it in
season one or two, they then have 2 tags to use in seasons three or four. D)
Players must have played for the team for at least one full
season. E)
You CANNOT trade your Lowe tag to other teams. F)
Players signed using the Lowe tag have a half season
no-trade clause that will not be waived under any circumstances. G)
Unrestricted player negotiations are not limited to an
amount of negotiations like RFA. All Unrestricted negotiations will go
through Bryce and Eric. -
DAVE SEMENKO TAG A)
Applies to player’s 69ov
and below in the season before they become a B)
Teams can use one Semenko
tag per season. C)
Teams can accrue their
Semenko tags D)
Players must have played
with the team for at least one full season E)
You CANNOT trade your
Semenko tag to another team. F)
Players signed with the
Semenko tag do not have any no trade clause G)
Unrestricted player
negotiations are not limited to an amount of negotiations like RFA. All
Unrestricted negotiations will go through Bryce and Eric. i. Unrestricted free agency will work simply on a highest bidder format.
ii. To
place a bid on a player, you must increase the bid of the previous offer
of no less than $250,000.
iii.
A team that
currently has a player already on their roster, despite them entering Free
Agency, will get a home discount in that a
player will give the home team a 10% discount in negotiations. So a 1 year
1 million offer from another team is equal to a 1 year 900k offer from
their prior team.
iv. Once a bid is
placed on a player another team has 48 hours to bid more for that
player’s service. If no one bid’s higher, that player will sign
v.
When a team that
has the home team discount bids on a player, the value of the bid will be
displayed as a 100% offer. So if a home team offers 1 year for 1.8 million
per season it will be displayed as a 2 million dollar bid.
vi.
Signing bonuses may
not exceed have the TOTAL contract amount. So a 4 year 2 million dollar
offer may not have a signing bonus of more than 4 million.
vii.
The total value of
a bid on a
viii.
The player will
sign with whichever team offers them the highest average salary per
season.
ix.
Teams must have the
money in their current finances in able to offer signing bonuses, and may
not go into the negative from paying the signing bonuses.
x.
Teams may NOT
release players during unrestricted free agency. The only transactions
allowed during free agency are actual trades between teams.
xi.
Teams may exceed
the cap during the off-season, by no more than 3 million per season. xii. GMs who place a bid that puts their team over the $3,000,000 grace period will have their offer voided and the team will no longer be allowed to bid on the player. C. Signing Bonuses i. All signing bones cannot exceed 50% of the total years value of the contract. For example a 3 year deal worth $1,000,000 per season would equal a signing bonus of a maximum of $1,500,000. Please adhere to this formula when sending in offers: (Contract Length x Dollar Amount) / 2 = Maximum Signing Bonus.
XIV. Waivers A. Players may play less than 10 games and be sent up and down without penalty. When a player who is 24 or older plays 10 games in BRHL, he must clear waivers before being sent down. A player ALWAYS receives 10% of his salary on the farm, regardless of games played. B. When a player on a teams roster pro roster who, after their tenth game, will have to clear waivers to be sent down to the farm; unless they are a considered a rookie or are 23 years old or younger. Once a player is on waivers every team will have 48 hours to claim him, if he is not claimed he will be on your farm roster. You cannot claim 2 players within 48 hours, the sim will not allow it. The 70/75 overall rating clause, as mentioned earlier, is still in effect. C. For the first 30 games of the season the priority order will be in effect. Once a team claims a player that team goes to the bottom of the list. If he is claimed after every team has played 30 games he will go to the team with the lowest amount of points at that junction in the season, if the teams are tied, then it will go to the team with lowest Goals Scored. D. Waiver claims involving a player who is 70ov(+) and on the farm roster will follow a 24 hour window to be claimed. This will be done to disable teams from re-assigning the 70ov(+) player on their pro roster. When it is done through the waiver wire, the sim will disable the ability to do so. With a 24 hour window it will be easier for the simmer to maintain. (added 10-1-06) XV. Injury Reserve A. NO HEALTHY PLAYERS CAN BE PLACED ON THE IR. B. There are 4 different lengths of time that a team can place a player on the IR. The player will remain on the IR for the whole duration of that time, at which point he may be activated, or replaced on the IR. The following is the breakdown. 1 week (7 sim days) = $300,000 2 weeks (14 sim days) = $500,000 1 month (30 sim days) = $800,000 Season ( Till the end of playoffs) = $3,000,000 C. In order to place someone on the IR it will count immediately against your current finances. You may not place someone on the IR if you are projected to be below zero in finances.
D. You may not activate
someone prior to them being done their tenure on the IR; for example: Al
MacInnis gets a day-to-day injury. The Leafs being close to the cap decide
to pay 300k so that MacInnis’s salary does not count against the cap for
the time he is on the IR, MacInnis makes a speedy recover and is able to
play after only 2 sim days. However, he must remain on the IR for the full
7 sim days, and his salary does not count again until the 8th day, which
is the first day he is eligible to be activated.
E. You
also may have to either reassign a player to the IR or let his salary
count as he sits as an injured player; for example: Ryan
Smyth of Toronto gets a 1-2 week injury. The Leafs are close to the cap
and have enough in current finances and are projected to be above a zero
balance at the end of the season. The pay 300k to assign Ryan to the 1
week IR, after the week, Smyth has progressed slowly and has at least a
week left before he gets healthy,
XVI. Sponsorships
A. Sponsorships can be
agreed upon to earn a team more BRHL Funds. i. Sponsorship deals are listed in the Sponsorship section.
XVII. Money Information
Yearly
Franchise fee is $50
(USD). Franchise
Fees are due each year after the cup finals. You may use cash owed to you
to pay for your franchise fee. For the inaugural season, all franchise
fees will be due before the draft occurs. Acceptable payment methods are
pay-pal, money order, or western-union money transfer. TEAM
